Essential Duties and Responsibilities

  • Develop/maintain Enterprise Mission Assurance Support Service (eMASS) Risk Management Framework (RMF) Authority to Operate (ATO) packages for United States Navy (USN) systems, which include (but are not limited to) developing the necessary system-level policies and artifacts.
  • Assess compliance of USN systems against National Institute of Standards and Technology (NIST), Department of Defense (DoD), and USN cybersecurity security requirements to include the Defense Information Systems Agency (DISA) Security Technical Implementation Guides, Security Requirements Guides, and NIST 800-53 security controls.
  • Develop and maintain Plans of Action and Milestones for USN system deficiencies and coordinate remediations or risk mitigations with system stakeholders.
  • Ensure Continuous Monitoring activities are implemented for USN systems.
  • Maintain DoD Information Technology Portfolio Repository/Department of the Navy (DON) and DON Application and Database Management System compliance for applicable USN systems.
  • Lead and collaborate on USN system modernization and cloud migration initiatives.
  • Maintain awareness and knowledge of evolving DoD and USN cybersecurity and risk management standards and communicate and apply relevant changes to existing Command-level processes.
  • Develop Interim Authority to Connect (IATC) packages for applicable USN systems to support site development and integration and test schedule.
  • Coordinate the security planning, assessment, risk analysis, risk management, certification and awareness activities for various system and AEGIS Weapons Systems.
  • Effectively collaborate with AEGIS TECHREP, external stakeholders, and technical experts on a day-to-day basis.
  • Collaborate with Program Technical Subject Matter Experts and Point of Contacts from customer organizations when necessary, regarding Security issues of significant importance.
  • Develop/maintain Command level standard operating procedures for reporting IATC compliance, and periodically evaluate Command IATC policy and strategy to ensure compliance with DoD and USN authoritative requirements.
  • Periodically report and summarize Command IATC activities and site portfolio to Command Information System Security Manager, Cybersecurity Lead, and other Senior/Executive Leadership personnel, when required.
  • Attend and participate in regular Command-level status meetings to provide status and address potential issues of RMF efforts.

 

 

Travel

  • This position includes a low level of travel.

 

Education, Knowledge, Experience, Skills, and Abilities Required

  • Bachelor’s degree in Computer Science or other technical degree, or three plus years of experience with an Associate’s Degree in Computer Science or other technical degree, or five plus years of experience with a High School Diploma.
  • Must have three plus years of relevant experience in Cybersecurity, Engineering, Test and Evaluation, or an Assess & Authorization related field.
  • Knowledge of NIST, DoD, and USN cybersecurity requirements/policies to assist with the preparation and maintenance of process of USN RMF ATO packages.
  • Proficient with eMASS.
  • Familiarity with Assured Compliance Assessment Solution and Vulnerability Remediation Asset Manager.
  • Fluent with Microsoft Word and Excel.
  • Technical writing or ability to write proficiently.

 

Certificates, Licenses, Registrations

  • Must meet IAT Level II certification Requirements (e.g., Security+, or other relevant Baseline Certification).


Qualifications

  • Active DoD Secret security clearance is highly desired; however, candidates eligible to obtain and maintain a DoD Secret security clearance will be considered. If the selected candidate does not hold an active clearance, he/she will receive a contingent offer. A start date will be established once an interim Secret clearance is granted.
  • Must be a U.S. citizen.
  • Must maintain the capacity to communicate with their supervisor and/or manager when not in the office.

 

Physical Requirements

  • Sitting for long periods of time, standing, walking, crouching, and kneeling. 
  • Reaching, handling, using equipment, keyboards, and mobile devices. 
  • Ability to lift items weighing up to 20 lbs.
