With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health. Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH. This is a grant-funded position ending in November 2027.

The position is within the NYC Public Health Laboratory (PHL) which is part of DOHMH Division of Disease Control, responsible for overseeing the Public Health Laboratory and the Health Department’s clinical facilities while also responding to a range of infectious diseases, including vaccine-preventable diseases, sexually transmitted infections (STIs), tuberculosis (TB), Legionnaires’ Disease, and foodborne illnesses. and is one of the largest local public health laboratories in the United States offering a dynamic and innovative work environment where employees contribute to the health and safety of NYC residents by providing clinical and environmental laboratory testing services. With more than 100 years of leadership in public health, a team of over 200 scientific and support staff are committed to its mission to safeguard the health of all NYC residents by providing quality laboratory testing services that support the priorities of the NYC DOHMH and its community partners to prevent and respond to clinical and environmental public health concerns.

Job description:

DOHMH has an opening for a Coordinator of Laboratory Information Systems (LIS) projects at the Bureau of Public Health Laboratory.  The successful candidate will work closely with PHL staff and leadership across all Sections (Environmental, Virology, Microbiology, Quality Management, IT, Admin) in maintaining PHL’s LIS system.

Duties:

  • Maintaining and designing PHL’s laboratory information system (LIS) workflows and interfaces
  • Maintaining, and managing grants and contracts
  • Serves as the Coordinator of Laboratory Information Systems unit and oversees implementation and enhancements of Laboratory Information Management Systems (LIMS)
  • Researches and implements enhancements to the LIMS, often in collaboration with partners from other Bureaus and Divisions of the NYC DOHMH.
  • Supervises staff in conducting research projects and data analysis efforts using laboratory tests results to monitor testing performance, volume and confirmed cases.
  • Directs staff to run queries, generate reports and develop analysis programs, related to lab testing performance, volume and lab test results.
  • Develops written Standard Operating Procedure Manuals (SOPM); and ensures all results are reported in a timely and accurate manner. Recognizes, troubleshoots and initiates corrective action for problems in a timely manner.
  • Maintains accurate records of activities performed.
  • Participates in the quality system as required by job functions and title assignments in the laboratory.

Qualifications:

  • Master’s Degree
  • Previous experience managing LIS
  • Capacity and willingness to learn PHL’s LIS – Cerner (Oracle Health).   
  • The ideal candidate for this position must be a pro-active and self-motivated individual with the ability to lead and work in teams and in a highly dynamic environment with multiple stakeholders and timelines.

Additional Information: 

  • This is a temporary grant-funded position ending in November 2027.
  • This is a hybrid position with up to 2 days / month remote
  • This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date. 
  • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties. 
  • This individual will be expected to work non-business hours during emergencies.
