JOB SUMMARY:

The Chief Information Officer (CIO) provides leadership, planning, integrative management, cybersecurity oversight, and strategic direction for the Agency’s information technologies and infrastructure. As a key member of the Advisory Council (i.e., senior leadership team), the CIO plays a pivotal role in shaping the Agency’s technological landscape, ensuring its efficiency, security, and compliance in today's ever-evolving behavioral healthcare industry. Leveraging Information Technology (IT) resources, oversees the development of measurable performance criteria to address core Agency metrics relating to cost, service, efficiency, and quality across all Agency departments. Develops and oversees a strong IT team that can implement and integrate new technologies, code between systems, and/or operate a data warehouse.

ESSENTIAL FUNCTIONS:

  1. Strategic Leadership: Develop and execute the Agency’s technology strategy to align with business objectives and enhance competitiveness in the marketplace. Access current and future technology needs for the Agency by accessing new/robust technologies and system enhancements, research new systems to improve infrastructure, etc. Communicate strategic recommendations regarding operations, implementation, and security issues to the Advisory Council, partnering with such.
  2. IT Governance: Oversee the Agency’s Information Technology (IT) department and manage day-to-day operations, overseeing software integrations and optimizing IT hardware systems to streamline the healthcare experience. Implement and oversee robust IT governance policies, standards, and procedures to ensure the security, reliability, and compliance of IT systems. Oversee remote and telehealth technology, etc.
  3. Security and Risk Management: Establish and maintain an effective cybersecurity program, including risk assessment, incident response, and compliance with healthcare regulations and standards. Assess and develop strategic needs in managing risk for Electronic Health Record (EHR) and Agency-wide systems/data.
  4. Infrastructure Management: Oversee the management of the Agency’s IT infrastructure, including networks, servers, and data centers, to ensure seamless operations.
  5. Innovation: Identify and evaluate emerging technologies and trends to leverage solutions, improving operational efficiencies and enhancing customer experiences. Safely and securely leverage Artificial Intelligence (AI) to promote more effective analytics and clinical decision-making. Oversee the development of online tools for patients, etc. Use relevant technology solutions that promote standardization and high-quality outcomes.
  6. Vendor Management: Collaborating with applicable stakeholders, managing relationships with technology vendors and service providers, negotiating contracts including service-level agreements, and ensuring the most cost-effective solutions.
  7. Staff Development: Lead, mentor, and develop the IT team, fostering a culture of continuous improvement, education, innovation, and professionalism.
  8. Budgeting and Financial Management: Develop and manage the IT budget, ensuring the most cost-effective investments in technology initiatives.

OTHER DUTIES

· Keep up to date with trends and issues in the IT and healthcare industries, including current and emerging technologies.

· Perform such other duties as assigned by supervisor.

· Participate in pilot projects across multiple VACSB Regions as requested.

QUALIFICATIONS:

· Knowledge of IT-related health care best practices and analysis techniques.

· Maintain knowledge of the most current and developing strategic information technology requirements of behavioral health care organizations.

· Experience in strategic planning and execution.

· Proven experience in IT planning, organization, and development.

· Extensive and effective presentation skills.

 

 

 

EXPERIENCE/EDUCATION REQUIRED:

Bachelor’s degree with training and work experience at a level that equates to an advanced degree. A Master’s degree is preferred. Graduate level advanced IT-related certifications are preferred as a validation of IT experience and training.

Eight (8) or more years’ experience in a related field with five (5) or more years in a leadership role required.

Valid driver’s license with a safe driving record.
