Job Description


Pay Grade: M

Manages the development and administration of policies and programs of social service and community agencies, correctional institutions, rehabilitative services, and related programs that are designed to protect and promote the social welfare of individuals and communities. Directs subordinate supervisors and staff.

Primary Duties & Responsibilities

  • Provide supervision to assigned Social Services Administrators.
  • Provide the Solution Based Casework practice model.
  • Direct the planning, development and management of policies and programs of social services and community agencies, services and related programs that are designed to protect and promote the social welfare of individuals and communities.
  • Serves as a member of the agency management team.
  • Establishes goals, objectives, policies and procedures consistent with the mission of the agency and division.
  • Analyzes and assess the effectiveness of existing programs to ensure the identified outcome measures are achieved.
  • Evaluates new and current programs to determine efficiency, effectiveness and compliance with federal, state and local regulations.
  • Ensures efficient and timely delivery of services.
  • Directs professional staff in developing their skills, delivering quality services and documenting efforts.
  • Promotes awareness of programs within the community.
  • Performs other professional responsibilities as assigned by County Director
Core Competencies:

  • Excellent oral, written, presentation and interpersonal communication skills.
  • Strong proficiency in the use of Microsoft Office Suite and/or standard software applications typically used in a corporate office environment.


Minimum Qualifications


  • Bachelor's degree in a related area from an accredited college or university AND three (3) years of job-related subordinate management experience in a human service delivery program.
OR 
  • Related certification and two (2) years of job-related subordinate management experience in a human service delivery program. 
OR
  • Two (2) years of experience at the lower level Mgr 1, Social Svcs (SSM010) or equivalent position.

Related qualifications/experience:  Related qualifications include social work and behavioral science degrees, including but not limited to the following: social science, psychology, sociology, child development, family studies, criminal justice, education, public health and public administration.  Related experience include the provision of services in a social services environment.

Preferred Qualifications:   Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all of the following skills/experience:
 
  • Master's degree in a related area AND two (2) years human service work experience which included the supervision of subordinate directors, managers or supervisors in a human services delivery program such as Department of Family and Children Services (DFCS), Department of Child Support Services (DCSS), Department of Aging Services (DAS), Department of Juvenile Justice (DJJ) or comparable agencies.
  • Three (3) or more years supervisory work experience with DFCS or comparable child welfare agency managing Child Protective Services (CPS), Foster Care and/or Adoptions.
