With nearly 2,300 employees, we're all one team at the Iowa DOT.   The Right of Way Bureau is made up of 44 full time employees that coordinate utility relocation and all property acquisitions and sales for projects located throughout the state.  In this critical role, you'll play a vital role in making sure this work is coordinated and supported through GIS data, systems, and analytics.

Shift Requirements: Day Shift Monday – Friday; occasional travel

As a Transportation Planner 1 your daily responsibilities will include:

  • Managing property data deliverables statewide from all six districts for the Bureau
  • Managing consultant resources and efforts to digitize historic parcels and records
  • Managing collaboration from District staff of the digitization of historic acquisitions and excess parcel dispositions
  • Managing student interns, as needed, to compliment the District efforts toward digitization
  • Management of other various ROW data layers including, but not limited to utilities, leases, transfer of jurisdiction, county parcels, and scenic easements.
  • Establishing database connections between the DOT’s Electronic Records Management system for the historic and current acquisition and disposition records and the ROW Bureau’s Inventory Management System
  • Working closely with the ROW Bureau’s GIS Coordinator to organize and store ongoing project production data to leverage ROW business analytics.
  • Developing and Maintaining an Annual Right of Way Management Plan (RAMP).   This plan identifies our five-year vision, goals objectives, and outcomes as well as tracks performance measures related to specific Right of Way targets.

Selectives


228 Geographic Information Systems (Department of Transportation)
18 semester hours of post-high school education at an accredited college, university or trade school with 12 semester hours of coursework or 6 months of experience to substitute the 12 hours of coursework from which the applicant would have gained the following competencies, as demonstrated by work examples provided in their application:

  • Ability to create, edit, import, export, project, and georeference GIS data. 
  • Demonstrated proficiency with the major GIS software products. These products include ArcView, ArcInfo, ArcGIS, GeoMedia, GeoMedia Pro, etc.
  • Ability to conduct spatial analyses and data queries in order to answer complex questions relating to spatial data.
  • Ability to produce cartographic documents which clearly present outputs from spatial analyses and data queries. Document formats should at a minimum include hardcopy as well as the following digital formats .pdf, .tif, and .jpg.


Minimum Qualification Requirements


Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
 
1) Graduation from an accredited four-year college or university with a degree in civil/transportation/traffic engineering, environmental engineering, finance, business administration, supply chain management, data science, geography, economics, mathematics, community development planning, regional planning, urban planning, aviation (technology, management, or flight operations), or transportation planning. 
2) A total of four years of education and/or full-time experience, where one year of full-time work experience in civil/transportation/traffic engineering, environmental engineering, finance, business administration, supply chain management, data science, geography, economics, mathematics, community development planning, regional planning, urban planning, aviation (technology, management, or flight operations), or transportation planning equals thirty semester hours of accredited college or university course work (as described in number one).
