Chief Information Officer

Distinguishing Features of the Class

Under general direction, assists the Chief Information Officer (CIO) with the implementation of the City's overall information technology strategy; assists in the management of the Department of Information Technology; and performs related duties as assigned.

The area of focus is IT Operations and Cybersecurity Operations. 

Acceptable Experience and Training

  • Graduation from an accredited program of study with a baccalaureate degree in Computer Science, Information Systems, Project Management, Business or Public Administration or related field, and
  • Substantial experience in public administration or in planning and managing information technology operations, technical support services, enterprise application implementations, software development, IT Service Management (ITSM), networking and cybersecurity operations, and
  • Considerable experience supervising information technology personnel; or
  • Any equivalent combination of experience and training which provides the knowledge skills and abilities necessary to perform the work may be substituted for specific requirements.

Required Special Qualifications

  • Candidates for positions in this class must pass a post-employment offer physical examination and drug screen.
  • Possession of a valid Iowa driver's license or evidence of equivalent mobility.

Examples of Essential Work (Illustrative Only)

  • Assists the Chief Information Officer (CIO) in planning, directing, managing, and overseeing the activities, operations, and staff of the Department of Information Technology; the development and implementation of the department's goals, objectives, policies, procedures, rules, regulations, and technology and work standards; and in department and City-wide strategic planning activities.
  • Establishes, monitors, and evaluates overall department operations and service levels; identifies opportunities for improvement; and directs the implementation of change.
  • Assists the CIO in the development and preparation of the department budget; assesses department needs and recommends appropriate information technology purchases; oversees the day-to-day administration of the department budget; assists in the development, administration, and negotiation of professional services contracts.
  • Assists the CIO in planning, organizing, and administering a comprehensive, City-wide information systems and technology program, and in determining technological infrastructure and architectural requirements throughout the city; provides technology-related guidance to City departments.
  • Provides effective mentoring and leadership to department staff members.
  • Defines the responsibility, authority, and accountability of subordinate managers and provides regular reviews and guidance.
  • Advises and coaches management and supervisory staff on leadership, training, safety, and personnel matters.
  • Provides professional development opportunities and training for employees.
  • Stays abreast of developments in the information technology field.
  • Collaborates with other agencies and represents the City and/or the Department of Information Technology on various professional and governmental committees and boards.
  • Acts as the CIO in his/her absence.
  • Performs other directly related duties consistent with the role and function of the job class.
