Experience and Education: Four (4) years of increasingly responsible information technology management and/or contract administration experience including one (1) year of administrative and supervisory responsibility supplemented by a Bachelor’s degree from an accredited college or university with major course work in computer science, business information systems, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying. CCNA/CCNP certification is desired but not required.
Knowledge of: Operational characteristics, services, and activities of a comprehensive information systems program; principles and practices of systems analysis and design; principles and practices of program development and administration; principles and techniques of programming; principles of database management; information systems including hardware and software capabilities and applications; programming languages and available software packages; current information systems technology. Principles and practices of municipal budget preparation and administration; principles of supervision, training, and performance evaluation; pertinent federal, state, and local laws, codes, and regulations.
Ability to: Oversee and participate in the management of a comprehensive information systems program; oversee, direct, and coordinate the work of lower level staff. Select, supervise, train, and evaluate staff; participate in the development and administration of division goals, objectives, and procedures; assist in preparing and administering large program budgets and contracts; prepare clear and concise administrative and financial reports; evaluate and prioritize hardware and software requests and needs; prepare work plans and time estimates for projects and proposed systems; analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; research, analyze, and evaluate new service delivery methods and techniques; interpret and apply federal, state, and local policies, laws, and regulations. Communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
License/Certification Required: Possession of a valid driver’s license.
