The Attorney General’s Office is recruiting for a permanent full time AGO Senior Investigator/Analyst (Senior Special Agent Digital Forensics) in the Medicaid Fraud Control Division. This position is located in Olympia, Washington, and is represented by the Washington Federation of State Employees (WFSE).
Salary Range 66: $78,468 - $105,612 annually
The base pay offered will take into account internal equity and may vary depending on the preferred candidate’s job-related knowledge, skills, and experience.

About the AGO Medicaid Fraud Control Division:
Established in 1978, the Washington State Medicaid Fraud Control Division (MFCD) is a Law Enforcement Agency responsible for both criminal and civil investigation and prosecution of healthcare provider fraud committed against the State’s Medicaid program. The division also investigates and prosecutes complaints of resident abuse or neglect in nursing homes, adult family homes and assisted living. RCW 74.66 and 74.67.
The work of the Office’s Medicaid Fraud Control Division (MFCD) focuses on both criminal and civil law enforcement. The 75% federally funded MFCD‘s mission is combating provider fraud, abuse and neglect in residential facilities and involving Medicaid recipients in non-institutional settings.
MFCD’s Headquarters is located in Olympia, Washington with some team members also located at the AGO's Spokane Office and Seattle Office. The Division currently has a staff of 66 FTEs, including attorneys, special agents, digital forensics investigators, data analysts, clinical health investigators and professional support staff.
MFCD involves protecting not only the Medicaid program of roughly 22.9 billion dollars per annum, but also its most vulnerable persons, typically elderly persons in residential facilities or persons abused or neglected by a Medicaid Provider. In many of our cases, there is no precedent, so MFCD is consistently on the cutting edge of legal theories and issues. The cases range from abuse and neglect of persons in nursing homes, large scale organized individual and corporate civil and criminal fraudulent activity to national whistleblower actions. Our staff is a highly professional, fun and seasoned analytical investigative team. MFCD is unique in that all cases have an attorney, special agent, data scientist and medical specialist assigned with legal support. This, and the great people who make up the division, gives MFCD a particularly terrific team atmosphere.
Duties and Essential Functions of a Senior Special Agent Digital Forensics:
Environment and summary of duties:
This is an expert level position that is responsible for planning, coordinating and conducting the digital forensics portion of highly complex criminal and civil investigations. MFCD has three primary areas of jurisdiction consisting of Medicaid Fraud committed by Providers, Abuse and Neglect of Vulnerable Adults and Drug Diversion of Schedule II narcotics.
Crimes investigated include but are not limited to homicide, sexual assault, rape, theft, money laundering and leading organized crime. Civil investigations stem primarily from violations against the False Claims Act and can be investigated at a state or federal jurisdictional level.
The Digital Forensics Sr. Special Agent (DFSA) works closely with MFCD staff including Special Agents, Clinical Healthcare Investigators, AAG's, Data Scientists, and Paralegals.
The DFSA conducts digital forensics examinations in a lab and on-site during service of court-ordered searches of locations in question. This includes traveling throughout the state to assist Special Agents in identifying, preserving, imaging, extracting, analyzing and documenting electronically stored information obtained from digital items and Internet Service Providers pursuant to authorized legal process as they relate to MFC investigations.
The DFSA will work out of the Olympia office in a state of the art digital forensics Lab that is outfitted with the most current and effective forensic tools to assist in your success as a DFSA.

Ideal Candidate Profile
The ideal candidates will have a strong work ethic, are detail oriented, and work well independently and in a team setting. They will have worked as a digital forensic investigator and learned the skills and best practices necessary to conduct a complete forensic investigation. They will be comfortable with high profile cases, presenting and assisting special agents and AAG’s with data recovered, function as a subject matter expert in court, while also being nimble enough to stay current on training, maintain certifications, and provide timely written reports. Required Education & Experience
Positions require a Bachelor’s degree and ten years of experience conducting investigations, which include the authority to independently plan and conduct investigations in civil or criminal cases. Additional qualifying investigative experience may substitute year for year for education. Applicants may be required to go through an extensive background check and may be required to have a valid driver’s license.

Five years’ experience as an AGO Investigator/Analyst.

CONDITIONS OF EMPLOYMENT:
A background check consisting of employment history, professional references and educational verification (e.g., degree, license, or official transcript) may be conducted. The incumbent will submit to additional background checks as a condition of employment every five (5) years thereafter.
