Description of Work

The Division of State Operated Healthcare Facilities (DSOHF) is currently seeking an Administrative Specialist I for Cherry Hospital one of its three state psychiatric hospitals. The Information System Services unit supports the staff, patients and visitors by providing the tools and technology necessary to deliver the essential services to improve the health, safety, and well-being of all North Carolinians.

The position is responsible for the efficient management of ISS resources, ensuring smooth scheduling, coordination, and compliance across various IT functions. This role will oversee ISS resource scheduling, manage call routing, coordinate meetings, track staff training compliance, assist with contract renewals, handle hardware and software procurement, ensure security form compliance, and maintain device inventory. The ideal candidate will be highly organized, detail-oriented, and possess strong communication and administrative skills to support the ISS department’s administrative and operational needs.

Scheduling & Coordination

  • Manage scheduling of IT resources to ensure optimal availability and allocation.
  • Manage ServiceNow ticketing system to ensure timely and efficient responses to support requests.
  • Schedule and coordinate IT department meetings, ensuring all necessary stakeholders are included.
  • Track and ensure staff completion of required IT training programs and certifications.

Procurement & Contract Management

  • Assist with IT contract renewals, ensuring timely processing and compliance with company policies.
  • Handle hardware and software purchasing, including obtaining quotes and coordinating with vendors.
  • Track and manage IT-related expenses, ensuring cost-effective procurement decisions.

Compliance & Inventory Management

  • Ensure compliance with security forms and IT access documentation.
  • Maintain accurate records of IT asset inventory, including hardware and software licenses.
  • Collaborate with security and compliance teams to uphold IT governance and regulatory requirements.

This position is designated Mandatory and must report or stay over during adverse weather events.

Cherry Hospital (CH) is a State-of-the-Art psychiatric hospital located in a beautiful rural area of Goldsboro, NC.  Although rural, Cherry Hospital is convenient to the Triangle Area (Raleigh/Durham) and the coastal region of the state. It is about an hour's drive to the heart of Raleigh or the beautiful coastal town of New Bern.

Knowledge, Skills and Abilities / Competencies


  • Technical Knowledge: Understanding of complex software and hardware systems used in a hospital environment, including medical IT systems, networking, and enterprise applications.
  • Procurement & Vendor Management: Ability to request quotes, evaluate proposals, and manage contracts for new and existing purchases, including support agreements.
  • Compliance & Regulatory Awareness: Familiarity with healthcare IT compliance requirements (e.g., HIPAA, cybersecurity standards) when acquiring technology solutions.
  • Analytical & Problem-Solving Skills: Ability to assess hospital IT needs, compare vendor offerings, and ensure cost-effective purchasing decisions.
  • Communication & Negotiation: Strong verbal and written communication skills to interact with vendors, negotiate contracts, and collaborate with hospital staff.
  • Organizational Skills: Ability to manage multiple purchase requests, track contract renewals, and maintain documentation for IT procurement.

Minimum Education and Experience Requirements

High school diploma or General Educational Development (GED) diploma and two years of related administrative experience
